摘 要：随着信息技术的发展和国家“放、管、服”政策的推进，高校采购管理的信息化建设已成为必然趋势。文章总结了高校采购管理面临信息孤岛、工作低效、服务能力较弱和缺少监督管理的问题，探讨了国内高校采购信息化建设情况。在哈尔滨工程大学采购管理信息系统的基础上，介绍了系统的设计思路、主要功能、整体架构、数据结构和建设成效，为高校采购管理信息化工作的完善和发展提供了参考和借鉴。

Research and Design of Procurement Management Information System in Colleges

Abstract: With the development of information technology and the promotion of the national policy of “decentralization, management, and service”, the informatization construction of college procurement management has become an inevitable trend. This paper summarizes the problems faced by college procurement management, such as information islands, low efficiency, weak service capabilities, and lack of supervision and management, and discusses the construction of procurement informatization in domestic colleges. Based on the procurement management information system of Harbin Engineering University, the design ideas, main functions, overall architecture, data structure and construction effect of the system are introduced, which provides a reference for the improvement and development of the procurement management informatization in colleges.
